Mr Lim Eng was appointed CEO of NCS Group on 10 December 2007.  Prior to his current appointment, Mr Lim held the position of Group Director (Human Resource) and was responsible for the development of human resource across the SingTel Group, including NCS and Optus.

Mr Lim first joined SingTel as an engineer in 1980 and has held key responsibilities for Corporate Products and the General Business Group.

He was also President of New Century Infocomm Tech Co., Ltd – a fixed-line operator in Taiwan which SingTel had a stake in until 2007.

Mr Lim holds a Bachelor of Engineering (Electrical) from the University of Singapore. He has a Master of Science (Management) from the Massachusetts Institute of Technology, USA.

Mr Chia Wee Boon was appointed NCS’ Chief Operations Officer (COO) on 1 Jun 2009. As COO, Mr Chia provides leadership to all of NCS’ businesses and sales functions in Singapore, and globally.

Mr Chia was most recently Senior Vice-President for Worldwide Alliance Sales in the Technology Solutions Group sales organization for HP where he was responsible for effectively engaging and leveraging Systems Integrators and Outsourcers globally. In this role, based in Palo Alto, Mr Chia led a global team responsible for growing HP’s business with Accenture, BearingPoint, Capgemini, Deloitte, Infosys, KPMG, PricewaterhouseCoopers, Tata Consultancy Group, Wipro, and other Systems Integrators and Outsourcers.

Mr Chia began his career in HP in 1982 as a systems engineer. Since then, he has accumulated experience across HP’s diverse business units and has also held a series of senior positions in the company, including Senior Vice President for Sales in the Technology Solutions Group, Asia-Pacific & Japan (APJ), Senior Vice President of the APJ Customer Solutions Group, Vice President of the APJ Customer Support Business and Managing Director of HP Singapore and South East Asia.

Mr Chia is a member of various committees and boards including the Singapore Police Association for National Servicemen, the Civil Defence Association for National Servicemen and the National Institute of Education Council. He previously served on the boards of National Heritage Board; International Enterprise Singapore; Singapore Land Authority; the Ministry of Education’s Committee to Review Upgrading Opportunity at Degree Level; Economic Review Committee (ERC), sub-committee for Policies Related to Taxation, the Central Provident Fund system, Wages and Land; and the Singapore Green Plan 2012 Coordinating Committee.

Mr Vincent Phua was appointed Chief Financial Officer (CFO) for NCS Group in November 2008.  He leads the administration, building management, enterprise risk management and office project functions.

Vincent brings with him over 25 years of experience heading regional and group finance in the information and communications technology services and media industries.

He was the CFO of Singapore Computer Systems Group, an ICT company listed in the Singapore Stock Exchange prior to NCS’ acquisition in August 2008. Vincent has also previously served as Senior Vice-President, Group Financial Controller of MediaCorp Pte Ltd; a former Director of Finance (Asia) for EDS International (Singapore) Pte Ltd, and had been with two German IT multinational corporations, namely Siemens-Nixdorf Information Systems (Singapore) Pte Ltd and Nixdorf Computer (Singapore) Pte Ltd.

Vincent holds a Bachelor of Accountancy for then University of Singapore, and is a member of the Chartered Institute of Management Accountants (UK) and  Institute of Certified Public Accountants of Singapore.
