NCS has been appointed as the vendor to develop & maintain the system supporting CareShield Life scheme. CareShield Life is a long-term care insurance scheme that provides financial support in the event of severe disability, especially during old age.
The challenge:
CareShield Life, ElderShield and MediSave Care provide financial support to members with severe disabilities. These schemes form the suite of national long-term care schemes that CPFB provides for all Singaporeans so that they can have peace of mind in their retirement/old age. NCS was appointed to develop both the backend processing application and website to support the administration of all three schemes. The implementation spanned five phases and included data migration from the private insurers. The implementation was challenging given the huge and complex scope involved and tight timeline. The demanding timeline was further aggravated by the restrictions that came along with the pandemic making it truly a mega deliverable amid crisis of a lifetime.
The solution:
During the circuit breaker, the team managed to overcome an initial productivity loss of more than 70% resulting from the enforced remote working arrangement. The team took deliberate and decisive steps to re-prioritize functional modules, adopted remote implementation and monitoring activities while providing timely view on project progress indicators to stakeholders. The outcome – Over 1.3 million Singaporeans and SPRs were onboarded to CareShield scheme, supported by a bespoke integrated system encompassing insurance policy administration and payout disbursement management.

A robust, good performance system catered for batch-heavy modules with complex processing involving many external interfaces. It offers inter-operability between the new system and existing IT environments.

Development of business portal to handle backend administration, implementation of web portal for public.

First system with intensive batch processing to be hosted in the Government cloud platform.
The impact:
This project with the Central Provident Fund Board (CPFB) underscores NCS’ commitment in making an impact and changing the communities we live in, through the purposeful integration of people and technology.
