Bill Chang York Chye
Country Chief Officer, Singapore and
Mr Chang serves on the boards of several wholly-owned and associate companies of Singtel. He is the Chairman of US-based Trustwave Holdings, Inc., one of the largest independent managed security services providers which Singtel has acquired.
Mr Chang is the Chairman of the Singapore Polytechnic Board of Governors. His contributions to the education sector were recognised when he was awarded the Public Service Star in conjunction with the National Day Honours in 2017. He was on the Board of Workforce Development Agency for six years until 2011. For his contributions to Singapore’s workforce development, Mr Chang received the National Day Public Service Medal in 2007.
He also co-chaired the Future Jobs and Skills sub-committee of the Committee on the Future Economy (CFE) of Singapore. For his contributions to Singapore’s IT industry, he was conferred the Singapore Computer Society’s IT Leader of the Year award in 2017 and the honorary Fellow of the society in 2014. In October 2017, he was appointed as a member of the Australian Institute of Company Directors’ International Advisory Technology Governance and Innovations Panel. This was followed by his appointment to the Board of the Urban Redevelopment Authority of Singapore on 1 April 2018.
Mr Chang holds a Bachelor of Engineering (Honours) degree in Electrical and Computer Systems Engineering from Monash University in Australia. He has completed the Advanced Management Programme at Harvard Business School.
Chia Wee Boon
Chief Executive Officer, NCS
Mr Chia Wee Boon was appointed as CEO of NCS on 1 July 2010. He is responsible for leading the information technology business growth in Smart and Safe Cities Solutions, Business Applications Services and Communications Engineering for both enterprises and government agencies across the Asia Pacific region. He first joined NCS as the Chief Operating Officer in June 2009.
Prior to joining NCS, Wee Boon has over 30 years of vast global information communications technology experience including being in various senior leadership positions in HP.
Wee Boon is currently a steering committee member for the Intelligent Transportation Society (ITS) Singapore and on the China-Singapore (Chongqing) Demonstration Initiative on Strategic Connectivity's Joint Implementation Council.
He also serves on the management board of Institute of Systems Science at National University of Singapore (NUS-ISS) and is a member of the SIM Governing Council.
