NCS Delivers Innovative NS Services through Public-Private Collaboration

NCS partners with MINDEF and MHA in developing the new NS Portal

NCS Group, a leading regional information technology and communications engineering service provider, has partnered with Ministry of Defence (MINDEF) and Ministry of Home Affairs (MHA) to launch a one-stop portal aimed at enriching the lifestyle of Singapore’s National Service (NS) community.

The NS Portal (www.ns.sg) allows NS personnel to access specific NS related services online, as well as providing other lifestyle services, to help NS men synergise lifestyle, work and learning. It is a single portal for Singapore Armed Forces (SAF), Singapore Police Force (SPF) and Singapore Civil Defence Force (SCDF), and shares common touch-points such as portal URL, call centre number and sms number, as well as providing other services. The MINDEF NSmen have been using the NS Portal since it went online in May this year; and the SPF and SCDF migrated their NS services to the NS Portal in late October 2006.

The NS Portal was developed and implemented under the unique public-private partnership (PPP) that NCS has with MINDEF and MHA.  The NS Portal offers more than 130 e-Services and mobile services to the NS community of Singapore.

Under the terms of the PPP arrangement, NCS Group has invested in the operating infrastructure of the NS Portal, which includes hardware, the call centre and marketing and development teams. NCS also manages all data centre and customer service functions, including a dedicated 24-hour call centre, ensuing NS e-services are available 24x7. 

The NS community portal is designed with the “customers in mind”, which benefits NSmen by allowing them to better manage access to e-Services via online and eventually, on mobile devices like mobile phones and personal digital assistants (PDAs).  Transactions which can be conducted through mobile devices include mobile Basic Military Training Posting, mobile Exit Permit applications and mobile Individual Physical Proficiency Test services will be made available soon.


As innovation and creativity are important to the continued delivery of NS community services, NCS will continue to develop the portal to enhance its attractiveness such as introducing new features like location-based services. The portal also offers collaborative communication tools to enhance community building among NSmen such as the creation of special interest groups and alumni.

NCS has also dedicated a marketing team to work closely with various Singapore partners and merchants, to deliver vibrant lifestyle services and benefits to the NS community.  Some of the benefits which NSmen can already enjoy include merchant promotions, contests, and discounts upon subscription. The portal also bundles non-government services with NS services, for example when NSmen notify MINDEF and MHA of overseas trips, travel insurance packages will be made available to them.  NCS will be introducing more of such bundled services to increase the portal’s service offerings.

Further NCS initiatives, in the coming weeks, will aim at increasing NS community awareness of the services and rich lifestyle content offered by the new NS Portal.

The NS Portal project was awarded to NCS Group in December 2005 by MINDEF.  The contract includes development, maintenance and operation of the NS Portal over the next five years and entails the provision and enhancement of the NS Portal infrastructure, data centre and call centre services. It will primarily target Pre-Enlistees, NS Full-Time, NSmen and other related NS communities. 

NCS Group has a strong track record of leveraging its capabilities and best practices, to allow government to better deliver services and value to the public. The NS Portal is developed and managed by NCS Group’s Portal City business unit.

Besides the NS Portal, other government portal projects won by NCS Portal City over the past few months include My.eCitizen, Overseas Singaporean Portal, Moving House e-service, and Singapore Infocomm Industry Portal. In addition, the team also collaborated with the Singapore Ministry of Trade and Industry on a pilot portal for the small and medium enterprises called MarketInfo.sg which was launched recently.  All NCS operated portals aim to effectively combine government services with those of commercial offerings, bringing benefits to portal users by seamlessly linking both the government and private sector functions.
