NCS has chosen Borland solutions to enable consistent development across outsourcing projects

Singapore, April 11, 2006

NCS, one of the region’s largest Info Comm Service organizations, has chosen Borland solutions to enable consistent development across outsourcing projects.

Borland Software Corporation, the world leader for Software Delivery Optimization (SDO), has been chosen by NCS Group, one of the region’s largest Info Comm Service organizations, to assist in improving productivity through a consistent development environment for its outsourcing projects, while providing better visibility to key stakeholders and increase customer participation across these projects.

One standardised development environment for all situations

The largest Info Comm Service organization in Singapore with 3000 staff in the Asia Pacific region, NCS is the key I.T. solutions provider for the computerisation of the Singapore e-government initiatives. NCS has helped implement over 2,000 large-scale, mission-critical, and multi-platform projects.  Besides being traditionally the key technology partner with the Singapore government, NCS’ clientele includes international blue-chip companies such as GE Life, Schenker Logistics and Honda Diraac, as well as governments such as Hong Kong, Sri Lanka and Thailand.

As the market leader in this industry, it is among the first Info Comm Service organizations in the region to realise the importance of standardizing its software development environment in a fiercely competitive outsourcing landscape.

Mr Ee Ah Hock, General Manager of the Chief Architect Office said, “At NCS, we see the immediate need to start standardizing on a set of products that can be used in all contexts of a software development process. Instead of waiting for a project to fit in, we can now kick-start the project within shorter periods of time, while having standard guidelines in place before the implementation of any project.”

As adaptability and flexibility are key considerations, NCS chose to work with Borland as it has been a staunch and flexible partner with NCS for major projects in Singapore and in the region.

Scalable solutions that address wide-ranging needs

Technical superiority, flexibility and continuous partnership engagement, were key reasons for NCS to partner with Borland. Borland’s technology also allows for seamless integration with existing systems and software as it is platform independent.

After a thorough evaluation, NCS chose five Borland solutions, namely CaliberRM®, StarTeam®, Together®, JBuilder® Enterprise and OptimizeitTM Enterprise Suite.

By selecting Borland’s CaliberRM, NCS is now better equipped to define, prioritize, and track business, technical, functional and operational requirements throughout its software delivery process. This will facilitate the timely delivery of its new outsourcing solutions within their specific budgets, while keeping to their diverse specifications.

By integrating Borland CaliberRM’s central repository for project requirements with collaborative solutions like Together and StarTeam, the most current data is readily available to anyone who needs it. From creating new applications to extracting design information from existing systems, they are now kept in sync with a common visual understanding of the important decisions.

NCS will also be using JBuilder and Optimizeit Enterprise Suite for their Java development and Together Architecture for Unified Modeling Language™ (UML) modelling.

Faster time-to-market and cost optimization ensures market leadership

In the short term, NCS expects to benefit from faster time-to-market in the launch of these new outsourcing solutions, while enjoying better reporting efficiencies, resource optimisation with standard development environment. These will in turn lead to an increase in operational efficiencies, enhanced levels of availability, as well as financial savings.

In the long run, these solutions will help to optimize costs for all outsourcing projects. In addition, it will also promote better re-use, re-training and skills development for NCS’ pool of developers.

The implementation will also open up the possibility for greater participation from customers, leading to better software quality with better understanding of their requirements for better customer satisfaction.

“For Borland, we see this as a golden opportunity in cementing a strategic and complementary relationship with one of the most promising regional Info Comm Service organizations in the region today. We believe that by evolving its business model with Borland technologies and solution offerings, NCS will be in a stronger position to move into new markets with a faster time-to-market with its solutions, regardless of geography and contextual conditions,” said Nick Jackson, Managing Director, Borland ASEAN Region.
