NCS wins five-year contract to build and operate NS Portal for Singapore Ministry of Defence

New portal will eventually include commercial and public offerings

NCS Pte. Ltd., a leading IT and communications engineering services provider in the region, has received a S$45 million contract from Singapore’s Ministry of Defence (MINDEF) to manage and operate the national service men’s website currently known as My Internet World (MIW). The five-year contract includes the provision and enhancements of the National Service (NS) men’s portal infrastructure, data centre and call centre services and e-services operations and delivery.

A partnership between public and private enterprise, NCS will take over the full management and operations from the incumbent operator by the second quarter of 2006. The new portal will focus on delivering a friendlier and personalised portal for access to all MINDEF and Singapore Armed Forces (SAF) e-services.  While the portal is to provide information and news on all NS related issues, it will eventually integrate with other commercial and public offerings, thus providing a wider variety of services that will include lifestyle services to the NS community.
Another objective is to develop the portal as a one-stop community and knowledge-sharing portal for all NS men.  It will be designed to proactively engage the NS/SAF community and implement IT and non-IT services to enhance interaction, knowledge-sharing and community-building.  With mobility and a tech-savvy nation in mind, accessibility to the information will be developed for use through mobile and wireless devices such as mobile phones and personal digital assistants (PDAs).

The improved portal is expected to be ready by the second quarter of 2006. NCS’ initiation into lifestyle portal management services was through a business unit which developed and managed a range of innovative loyalty card programs.  These programs not only included reward cards for shoppers and tourists but also strategic partnerships with radio and media companies and banks issuing debit cards.  The contacts and relationships developed through this venture, combined with the use of technology will bring a new experience as well as enhance the portfolio of services to the NS men community.

The MIW project was started in October 2000 with the intent of transforming the use of IT in MINDEF and the SAF by adopting market best practices, particularly through the use of internet technologies.  It covers mainly the business-to-consumer segment comprising the Pre-Enlistees, NS Full-time personnel, NS men and members of the public.
