NCS and Xiamen Municipal Bureau of Information Technology Sign Strategic Framework Agreement to develop Xiamen's Smart City and Public Service Development Platform

NCS and Xiamen Municipal Bureau of Information Technology ink Strategic Framework Agreement to develop Xiamen’s Smart City and Public Service Development Platform in Xiamen. This agreement will bring together Xiamen Municipal Bureau of Information Technology’s advanced technological ideas and NCS’ information and communications technological expertise to establish a One-Stop Public Service Development Platform, followed by Smart Healthcare, Smart Education, Smart Community, Smart Transportation and other Public Services in Xiamen.
Xiamen is named among one of China’s top 10 Smart Cities and an integral part of the nation’s digital-powered urbanization plan. The first city in China to integrate software and information systems, Xiamen is progressing rapidly towards the goal of becoming a smarter metropolis through the adoption of new emerging technologies such as data fusion and predictive analytics, mobility and enterprise social network as well as a suite of cloud based solutions.
Having established several iconic eGov (eGovernment) and smart city projects in Singapore and across the Asia Pacific region and equipped with insights as well as experiences from implementing more than 15,000 projects, NCS has distinctive capabilities to deliver integrated urban solutions. Over 30 cities have gained from NCS’ eGov consulting, planning and implementation services to transform the lives of citizens, businesses and government agencies.
NCS will integrate a one-stop public services platform in Xiamen to help streamline processes and significantly improve the quality of public service and its value to the citizens. This framework involves localising standards, modernising infrastructure, improving accessibility and enhancing collaborative efforts among Xiamen’s government agencies to strengthen the city’s developments.
On top of establishing a One-Stop Public Service Development Platform and various smart domains, both partners have also committed to set up a Research & Development centre. A Smart City Development program will also be dedicated to train professionals through forums and other forms of improvement program plus formulation of best practices to support the long-term development strategy of Xiamen to help co-create a sustainable, smart and safe city.

Upon its successful implementation in Xiamen, the eGov services framework will be a vital learning platform to other Chinese cities. In addition, Xiamen will also help jointly develop similar framework in other Chinese cities to improve inter-agency collaboration across China to boost the way public services are delivered to citizens, strengthen economic integration and enhance the nation’s competitiveness.
