NCS Wins Contract to provide Automatic Announcer System for China Haikou Meilan Airport

Two other China airport projects under its wings

NCS was awarded a contract from Haikou Meilan Airport to design, install and commission an Automatic Announcer System (AAS) for the expansion of the airport.  The project began last month and is due to complete later this year.

The AAS will be integrated with the main airport broadcast system.  While a manual announcer system has human beings to announce flight information, the AAS automatically collects real-time data from the airport operational database before reorganising and accurately combining pre-recorded voice data from wave files in both English and Chinese, and finally transmitting the accurate flight information over the broadcast system.

Ms Leow Ai Chyn, CEO of NCS China, said, “NCS is happy to be able to continue to provide value to Haikou Meilan Airport in the AAS project.  The AAS is a new NCS product which was developed to meet the local demands and needs of the airport.  This localisation effort will continue as we invest further in the China market.  To-date, NCS has made headways in the aviation sector in China, especially with China’s top 10 airports.”

Last year, NCS was awarded two aviation contracts, one for Beijing Capital International Airport (BCIA) Terminal 1 Upgrading Flight Information Display System (FIDS), and the other was for Haikou Meilan Airport Expansion FIDS.  Based on million of passengers per annum, BCIA was ranked first and Haikou Meilan Airport was ranked eighth in 2004.  The total contract value for the three projects totaled RMB 14.6 million (about S$3 million).

Ms Leow added, “The BCIA project was NCS’ first foray into the China aviation market.  The FIDS was a totally new system for the airport using all plasma display.  It was awarded in January last year and completed in September, while the Haikou Meilan Airport project was awarded in September last year and work is still in progress.”

The Haikou Meilan Airport was another first for NCS to provide both software and hardware services.  NCS’ FIDS solution and software is java-based and its open architecture is able to operate on popular platforms and operating systems.  It is highly configurable to customer preferences and growth.  In the area of hardware, NCS introduced plasma display system with partner, Conrac.  Conrac’s plasma display is the first in China with integrated controller.  Normal plasma displays in China are without integrated controllers.

The project comprises the design and installation of 140 plasma display panels, two large LED displays and 10 standard LED displays.

“NCS has had extensive expertise and experience in the consulting, implementation and managed services for Singapore airports since the first airport at Kallang in 1940s.  We are both excited and honoured to be able to play a part in the development of China’s Beijing and Haikou airports towards world-class standard,” said Ms Leow.

Today, NCS has regional presence in 16 locations over eight countries and territories.  In China itself, it is present in eight cities – Beijing, Chengdu, Fuzhou, Guangzhou, Shanghai, Shenyang, Suzhou, Wuhan.  Out of the 3,000 workforce, 600 are in China.

Ms Leow is optimistic of NCS’ continued growth and investment in China.  “NCS is serious about China.  When the BCIA authority commended the NCSteam for providing excellent service upon the project completion, it was both a testimonial of our professionalism and encouragement for us.  With our extensive experience and capabilities in both the government and commercial sectors, I believe our competencies, local knowledge and commitment will continue to bring business value to our customers here.”
