NCS-Led Consortium Completes Paya Lebar Kovan Online

Official Launch of Paya Lebar Kovan Online
NCS Pte. Ltd. (NCS), a leading IT and engineering services provider in the region has successfully completed and implemented Kovan Online, a business cum community portal solution that will benefit both business and Paya Lebar constituents. The NCS-led consortium, Paya Lebar Kovan Online, was awarded the Infocomm Development Authority of Singapore’s (IDA) Call For Collaboration for the Connected Community in September 2004.
In melding the old with the new, businesses will now be able to access low cost advertising via Paya Lebar Kovan Online as well as through e-Ads. Both the community portal and the e-Ads can be used as a means to make announcements on promotions and new products and services. Residents will not be left out. Not only will they have access to common portal activities such as forums and community announcements, they will also have access to a preventive health check database.
The e-Ads and Paya Lebar Kovan Online will be used to further publicise health screenings at either Community Centres or Recreation Centres within Paya Lebar. A roaming health station with health equipment will be used to take four main health readings consisting of temperature, blood pressure reading, oxygen level (SPO2) and pulse rate. In addition to having health data uploaded to the portal for viewing and monitoring purpose, residents will also have the option of a print out after each physical health check.
A key benefit of this service is that residents are now able to keep a health history that is accessible to both their doctors and family as health information can be easily retrieved through the portal.
NCS has a long history of integrating business needs with technology. While the company helped develop the Paya Lebar Kovan Online application and integrating some back end processes, it looked into enhancing the user experience by focusing on domain requirements, process review and work flow. NCS has completed projects similar to Paya Lebar Kovan Online both locally as well as overseas in countries such as Hong Kong and Thailand.

The user interface needs to be user friendly for users to want to use the system. In pilot mode since February, 2005, the portal was officially launched today by the Paya Lebar Citizen’s Consultative Committee (CCC). Connecting the Community is the second thrust under the IDA's Connected Homes programme which was conceptualised to provide a platform for the industry to test, develop and deploy integrated IT solutions for the homes and the community.
