Tong Seng is the Client Service Lead for Government Infocomm in NCS. He is responsible for co-creating and driving client value for public sector clients.
Tong Seng has more than 30 years of public sector IT experience. A veteran in large-scale whole-of-government and strategic national projects, his extensive experience spans many areas of government including govtech, manpower, customs, trade, foreign affairs, media, tourism and government administration. Tong Seng enjoys working closely with clients in their digitalisation journey, combining his deep domain knowledge with a pragmatic approach to provide innovative solutions.
He began his career at the former National Computer Board, where he was involved in designing and developing systems for the Civil Service Computerisation Programme. He then joined the Board’s National Information Infrastructure Division, which was responsible for conceptualising and executing Singapore’s IT2000 Master Plan. After NCS was corporatised, Tong Seng took on various leadership roles. He has led teams to secure many landmark wins for NCS, growing and expanding its public sector business significantly.
Tong Seng holds a Bachelor of Science (Computer and Information Sciences) degree and a Master of Business Administration degree, both from the National University of Singapore. He is also a Certified IT Project Manager (Senior).
